PURPOSE AND ROLE:

The Storage Tank Project Manager is responsible for the planning, execution, and closeout of above-ground storage tank (AST) inspection, repair, replacement, and capital projects across Calumet refinery facilities. This role serves as the primary technical and project management interface between operations, inspection, engineering, contractors, and regulatory compliance teams.

JOB DUTIES AND RESPONSIBILITIES:

Project Management

  • Lead end-to-end project management for AST repair, replacement, and capital improvement projects, from scope development through mechanical completion and return to service.
  • Develop scopes of work, RFPs, bid packages, and contractor evaluations for mechanical repair, coating, blinding, and soil remediation scopes.
  • Manage project schedules, budgets, change orders, and contractor performance.
  • Coordinate multi-discipline scope splits across mechanical, coating, civil, and environmental contractors

Technical/Inspection

  • Interpret API 653 inspection reports and translate findings into actionable repair scopes aligned with API 650/653 and applicable company engineering practices (EPs).
  • Track and maintain internal inspection intervals, corrosion rate data, remaining life calculations, and T-min requirements across the tank fleet.
  • Coordinate with authorized API 653 inspectors and third-party inspection firms (e.g., TEAM Inc.) on inspection scheduling, report review, and repair authorization.
  • Manage seal inspection programs and integrate findings with JDE work order documentation.

Safety & Compliance

  • Ensure all tank work complies with applicable federal, state, and local regulations, as well as company safety standards.
  • Manage H2S exposure tracking for personnel working in and around tank assets, including documentation of area monitor alerts versus personnel exposure events.
  • Oversee confined space entry permitting, hot work permitting, and contractor safety compliance on active job sites.

Coordination & Communication

  • Serve as primary point of contact for operations, maintenance, environmental, and engineering teams on all tank-related work.
  • Coordinate equipment and pump specifications (e.g., vendor document reviews, weight threshold verification) for tank-associated mechanical systems.
  • Maintain organized project documentation, diligence records, and closeout packages.

Qualifications

Required

  • 5+ years of experience in industrial project management, with demonstrated experience managing AST inspection and repair projects.
  • Working knowledge of API 650 and API 653 standards.
  • Experience developing scopes of work and managing multi-contractor projects in a refinery or bulk liquid terminal environment.
  • Familiarity with confined space, hot work, and H2S safety protocols.
  • Proficiency with JDE (or equivalent CMMS) for work order management.

Preferred

  • API 653 certification or active pursuit thereof.
  • Experience with hot oil systems, pump specifications, and piping scope coordination.
  • Familiarity with EP-based engineering practices in a refinery setting.
  • Experience with risk-based inspection (RBI) programs.

Physical / Work Environment

  • Regular site visits to active tank farms; exposure to hydrocarbon service environments.
  • Must be able to work in environments with potential H2S exposure; H2S awareness training required.
  • Ability to climb tanks, enter confined spaces as needed (with proper permitting), and work in varying weather conditions.
